APC highlights plight of Arunachal media
Shillong, Jun 09: The two days regional seminar cum workshop organized by South Asia Media Solidarity Network (SAMSN), a division of the International Federation of Journalist (IFJ) began at Shillong Club today. During the workshop issues like safety and security of journalists, wages and working conditions, challenges of ethics and media regulation etc will be discussed in details. Journalists from across the country are participating in the workshop. The opening day of programme was attended by Dr Ampreen Lyngdoh, labour minister with Meghalaya Govt. Noted journalist Padmashree Patricia Mukhim who is Editor of The Shillong Times also attended the opening programme.
Dr Ampreen in her address emphasized on the need for giving insurance coverage to the journalist community as well their family members.
"It's sad to see media persons running from pillar to post collecting donation every time when any of their member face serious health problem. The management should provide health insurance as nature of job make journalist prone to various lifestyle diseases."
Arunachal Press Club (APC) president Taba Ajum while representing his state spoke in details about security threat to the journalists in Arunachal Pradesh. "We are still fighting for the justice of Tongam Rina. The police are yet to make any arrest in this regard. The journalist community of Arunachal face constant threat on daily basis from various local elements. Adding to it, they are paid meagre amount of salary. Because of such situation, many talented journalists opt to go for govt service," said Ajum.
The gathering was also addressed by David Laitplang, president, Shillong Press Club, Geetartha Pathak, secretary, Indian Journalist Union, B B Lahkar, vice president Journalist Union of Assam. Prominent journalists from mainstream media are also taking part in the workshop.
Later in the evening there was a discussion on safety and security of journalist in the North East region. The participants were extremely pained to hear the terrible situation under which journalist's works especially in the state like Arunachal Pradesh and Manipur. Senior journalist Ratan Luwang from Manipur also highlighted the security threat faced by media fraternity of Manipur.

ITANAGAR, Jun 09: All Nyishi Students’ Union (ANSU) has decided to go ahead with

The students’ union held a marathon discussion with the Chief Minister on invitation of the latter in his official residence here yesterday. But, the Chief Minister has failed to meet union’s demands, ANSU claimed in a release.
Further, the students' union has threatened to launch a series of bandhs in Capital Complex in case the Govt fails to fulfill the demands.
Media persons, milk van, ambulance, magistrates on duty and RGU vehicles on examination duty have been exempted from purview of the bandh.
ANSU has been demanding the Chief Minister to apprehend the killer of Bomjen Gapak, install CCTV cameras in all strategic locations among others.
Meanwhile, Chief Minister Nabam Tuki, while appreciating the ANSU for its concerns, appealed the youth leaders to reconsider its decision for a bandh call keeping in view the interest of the common citizens, the ongoing investigations and delivery of justice to the aggrieved victims and their family members. An eleven member delegation of All Nyishi Students' Union (ANSU) led by its President and General Secretary, on invitation of the CM had a threadbare discussion on the issues raised by the Union on June 8 evening, informed the political secretary to CM, Bamang Tago in a press statement this evening.
Tago, who was present during the meeting, further informed that the CM assured that the Bomjen Gapak murder case would be brought to a definitive conclusion soon. After meeting the parents of late Bomjen Gapak who had called on him earlier, the CM had sought audience of the Chief Secretary and DGP and issued strict instructions to leave no stone unturned to apprehend the culprits at the earliest.

The Home Ministry is making all out efforts in maintaining law and order with its limited resources while meeting the requirements of the society. The concerns expressed by ANSU and various other organizations are being acknowledged by the Government and it is effectively working on these. As appointment of a Home Minister is prerogative of the Government, it will decide as and when necessary, Tago informed.
Chief Minister has appealed to ANSU, other organizations and the citizens to cooperate with the Government in resolving the issues without hampering the progress made in investigations by diverting its time and energy in other matters, the Arunachal Pradesh is a small state in terms of population and basic infrastructures coupled with limited resources, hence he said, everybody should help the state police and the government to tackle crimes and criminals. He called on the people to provide whatever information available, even if it looks unimportant, to the state police, instead of creating hurdles in the investigations through agitations and bandhs, statement added.

Adult Education in Arunachal Pradesh

Adult education (AE) emerges from a long cultural tradition of expanding educational opportunity. It is believed that AE had been taking place in the society at all times when the art of writing was yet unknown.
Like any other States in India, Adult Education in Arunachal Pradesh erstwhile known
as NEFA (North East Frontier Agency) has its own history. Along with the other educational
programmes the Adult Education Programme (AEP) was introduced to the State during
1978-
Some evaluative studies undertaken by research institutes and organizations revealed
that due to acceleration of literacy programmes among illiterate adults, the literacy
rate of Arunachal Pradesh has increased during different decades that is 7.13 in
1961 to 69.95 in 2011. AE programmes played an important role in imparting functional
literacy among farmers in high yielding cultivation areas. The evaluation report
of ‘Himalayan Region Study and Research Institute’ on TLC shows that, there is positive
impact of TLC on attitudinal changes among neo-
However, the situation in the case of AE programme in the state is far ways different
from the actual prospect despite the fact that various AE policies and programmes
were adopted and implemented to promote adult literacy in almost all the districts
of Arunachal Pradesh. It is a disappointment to highlight that, still more than 50
percent of the adults in Arunachal Pradesh are illiterates. The illiteracy rate of
the state is 45.26 percent which is higher than total illiteracy rate of the country
that is 34.62 percent. There are 58.41 percent illiterate in age group 15 above
, 51.19 percent in age group 15-
There is dire need to comprehend and recognize the importance of AE and to identify and implement systematic approach and concrete action to AE programmes in the state which is beset with multiplicity of problems. Otherwise, it is to contemplate that the burden to make the state literate, remains a distant dream. Development cannot take place by itself when the people are illiterate. Unlike other states in India, Arunachal Pradesh since her existence as NEFA did not actually inherit strategic education system of its own and could not receive much of attention in terms of educational activities.
Thus, considering the poor growth of literacy rate and deprivation in knowledge and skills, very truly many have cited Arunachal Pradesh is still the “forgotten frontier” and its habitants are strangers even to next door. New Delhi, Jun 09: China is looking to revive the ancient "Southern Silk Road" with South Asia through the economic corridor linking Bangladesh, China, India, and Myanmar (BCIM), a topic that figured prominently during Chinese Premier Li Keqiang's recent India visit.
As it opened its first South Asia Expo currently being held in Kunming, provincial capital of Yunnan, China wants it to be the "bridge head" with India and South Asia, Chinese officials said.

Narmada, battles for survival
As a mark of respect for the Narmada, one of India's most sacred rivers, people along its hallowed banks dump huge quantities of filth into its waters. Owing to such daily offerings, the quality of water has already deteriorated to "B" category, measured by the Bureau of Indian Standard 2296 norms and rapidly turning into one of the country's dirtiest rivers.
From Amarkantak to the Gulf of Khambat, almost 80 per cent of the 1312-
A report of the Madhya Pradesh Pollution Control Board (MPPCB) indicates that at Dindori where huge quantities of sewage are discharged into the river, the quality of water is in 'C' category. The pollution control board monitors the quality of the river at 21 points four times every year. As the river flows further, the revered river collects massive loads of municipal waste from 52 cities according to the urban administration and development department.
A detailed project report is being prepared for the treatment of municipal waste. Luckily, the Narmada is largely spared of industrial pollution. It is municipal waste that is polluting the river. Now a Rs 1,300 crore scheme is being readied for the installation of sewage treatment plants in these cities, sources said.

The purpose of creation of Department of Hydro Power Development was thought of as
a right step towards self-
But, the department has failed to live up to the expectation of the people. As per the documents gathered through RTI, the department was handed over 48 number of hydel stations with installed capacity of 33.29 MW in the year 2005 by department of power (E).
From the year 2008 onwards the central Govt started pumping huge amount of money
through PM package, NLCPR, SPA etc for construction of small hydels and renovation
of the existing hydel stations. Huge amount of money has been incurred for improvement
in power generation. The department has commissioned 63 numbers of new hydel stations
with installed capacity 27.89 MW. So, numbers of hydel stations have gone upto 111
with installed capacity of 61.185MW. It is estimated that 70% of power requirement
could have been fulfilled by our own source. But as per relevant facts and documents
it is found that the state is purchasing 90 per cent of its power requirement from
central sector to the tune of more than Rs 150 to Rs 200/-
As per notice issued by the Chief Engineer (power) in this local daily dated 16/05/2013, total power allocation for the month of May & June is fixed at 72.81 MW, out of which contribution from state sector is expected at 12.8 MW, which includes generation from D G Set. The figure shows that the department cannot even fully contribute state share of 12.8 MW. Why should we spend so much of money on power purchase since we have already so many hydel stations in our own state? What is the purpose of creating the department of Hydro Power if it cannot fulfill the purpose for which it was created ? Why this Department is constructing hydro projects which cannot generate power ? As per record, obtained from the department the most of commissioned hydel stations are either having zero generation or very low output. But the department concerned may have their own reason for such situation which may invite public debate for corrective measures. The situation in the monitoring wing of the department is no better.
It is learnt that the government has allotted some hundred fifty plus hydro projects to private developers. Why and how these rivers have been sold to the private parties it is a matter of concern in the state as well as in the national level.
As per the Economics Times dated 6 May 2013, the people in power are paid for allotment of hydro projects to private developers. But the private power developers do not start construction of even a single project till today. It is not understood what sort of monitoring the Monitoring Wing of the department is doing and what action is being taken up for such irregularities or defects?
The department is failing in all front but keep on creating posts at higher level to fulfill individual interests. It deserves appreciation if the creation of posts is on genuine requirement and the officers performing genuine duty but the fact remains otherwise.
Whatever minimum energy generation contributed by the department is from hydel stations
constructed prior to separation from Department of Power. It remains a big question
as to why the hydel projects constructed and commissioned after existence of Hydro
power Department are not able to generate power ? Huge amount of money has already
been spent on construction of mini-
Why the Govt is not looking for better option of utilizing the public money instead of feeding a White Elephant. Why there are establishment of three Chief Engineers for 60 MW installed capacity plants capable of delivering less than 10 MW.
Why a non performing department should not be closed down and send the staff on VRS or reorganize the existing establishment.
Above points have been raised because hydro energy is seen as the most promising source of revenue for the state. It is learnt that if hydro energy is properly tapped, Arunachal Pradesh will become one of the richest states of the country. Such potential revenue earning department should be handled with proper planning and system, instead of handling in casual manner as in other government department does.

The Arunachal Pradesh Public Service Commission is the only agent advising the government
of Arunachal Pradesh for recruitment to state and allied services. The official website
of the Commission was up to date till the year 2010 publishing notification and information
relating to government job. But soon after November 2010 the website was discontinued.
Like other candidates I thought that it was discontinued for sometime due to technical
defects or some other reasons which are self-
How come a state public service commission running without any website update ? I think our state public service commission is the only one in the country running with outdated information and contents. The discontinuation of publication in official website is a sign of harassment being done to candidates who are residing outside capital complex and state. We cannot come to commission office every time. It’s a torture being done to both office staff and job seekers. In addition to that it is a loss of time and money especially those from poor family background. The recruitment to assistant conservator of forest, 2013 and recently advertised state competitive exam was published in newspaper but not in website. There are places where newspapers cannot reach. How will they come to know about job vacancy created? The internet is the only means to get upto date news and information of various kinds and states but I feel so sorry about our APPSC official website which is still under construction.
Therefore, I request the competent authorities to look into the matter and run the website smoothly.
