Fr. Siju given emotional farewell

ITANAGAR, Jun 09: Catholic Mission, Siyum gave an emotional farewell to Parish Priest of St. Vincent Pallotti church Father Siju Jose.

Speaking on the occasion Tabu Duchok, a Catechist from Taliha recounted Fr. Siju’s immense contribution towards development of poor and ordinary people at boarder areas by conducting medical camps, adult literacy program etc.

Bagra elected ZP chairperson

Workshop on security, rights of  journalists begins at Shillong

APC highlights plight of Arunachal media

Shillong, Jun 09: The two days regional seminar cum workshop organized by South Asia Media Solidarity Network (SAMSN), a division of the International Federation of Journalist (IFJ) began at Shillong Club today. During the workshop issues like safety and security of journalists, wages and working conditions, challenges of ethics and media regulation etc will be discussed in details. Journalists from across the country are participating in the workshop. The opening day of programme was attended by Dr Ampreen Lyngdoh, labour minister with Meghalaya Govt.  Noted journalist Padmashree Patricia Mukhim who is Editor of  The Shillong Times also attended the opening programme.

Dr Ampreen in her address emphasized on the need for giving insurance coverage to the journalist community as well their family members.

"It's sad to see media persons running from pillar to post collecting donation every time when any of their  member face serious health problem. The management should provide health insurance as nature of job make journalist prone to various lifestyle diseases."

 Arunachal Press Club (APC) president Taba Ajum while representing his state spoke in details about security threat to the journalists in Arunachal Pradesh. "We are still fighting for the justice of Tongam Rina. The police are yet to make any arrest in this regard. The journalist community of Arunachal face constant threat on daily basis from various local elements. Adding to it, they are paid meagre amount of salary. Because of such situation, many talented journalists opt to go for govt service," said Ajum.  

The gathering was also addressed by David Laitplang, president, Shillong Press Club, Geetartha Pathak, secretary, Indian Journalist Union, B B Lahkar, vice president Journalist Union of Assam.  Prominent journalists from mainstream media are also taking part in the workshop.

Later in the evening there was a discussion on safety and security of journalist in the North East region. The participants were extremely pained to hear the terrible situation under which journalist's works especially in the state like Arunachal Pradesh and Manipur. Senior journalist Ratan Luwang from Manipur also highlighted the security threat faced by media fraternity of Manipur.

 

 

ANSU announces 12-hr capital bandh, CM appeals to reconsider

ITANAGAR, Jun 09: All Nyishi Students’ Union (ANSU) has decided to go ahead with its proposed 12-hour dawn to dusk Capital Bandh on June 11 after a ‘failed’ discussion with the Chief Minister on its charter of demands.

The students’ union held a marathon discussion with the Chief Minister on invitation of the latter in his official residence here yesterday. But, the Chief Minister has  failed to meet union’s demands, ANSU claimed in a release.

Further, the students' union has threatened to launch a series of bandhs in Capital Complex in case the Govt fails to fulfill the demands.

Media persons, milk van, ambulance, magistrates on duty and RGU vehicles on examination duty have been exempted from purview of the bandh.

ANSU has been demanding the Chief Minister to apprehend the killer of Bomjen Gapak, install CCTV cameras in all strategic locations among others.

Meanwhile, Chief Minister Nabam Tuki, while appreciating the ANSU for its concerns, appealed the youth leaders to reconsider its decision for a bandh call keeping in view the interest of the common citizens, the ongoing investigations and delivery of justice to the aggrieved victims and their family members. An eleven member delegation of All Nyishi Students' Union (ANSU) led by its President and General Secretary, on invitation of the CM had a threadbare discussion on the issues raised by the Union on June 8 evening, informed the political secretary to CM,  Bamang Tago in a press statement this evening.

Tago, who was present during the meeting, further informed that the CM assured that the Bomjen Gapak murder case would be brought to a definitive conclusion soon. After meeting the parents of late Bomjen Gapak who had called on him earlier, the CM had sought audience of the Chief Secretary and DGP and issued strict instructions to leave no stone unturned to apprehend the culprits at the earliest.

The Government has already submitted a project to North East Council (NEC) for installation of CCTVs in all important places including sectors and colonies in the state capital. Once it materializes the whole city would be under surveillance leaving no scope for criminals and anti-social elements to escape the eyes of law. As an immediate step, the Capital administration and Police along with technical experts have surveyed the state capital for urgent installation of CCTVs in vulnerable locations. The report will be placed before the Government for approval this week. A Women Police Station has started functioning at Itanagar from Tuesday (June 4) to specifically deal with crimes against women. The Government has already directed the DGP to make a feasibility study for establishment of additional police stations in the capital and submit a proposal to the Government, the press note said.

The Home Ministry is making all out efforts in maintaining law and order with its limited resources while meeting the requirements of the society. The concerns expressed by ANSU and various other organizations are being acknowledged by the Government and it is effectively working on these. As appointment of a Home Minister is prerogative of the Government, it will decide as and when necessary, Tago informed.

Chief Minister has appealed to ANSU, other organizations and the citizens to cooperate with the Government in resolving the issues without hampering the progress made in investigations by diverting its time and energy in other matters, the  Arunachal Pradesh is a small state in terms of population and basic infrastructures coupled with limited resources, hence he said, everybody should help the state police and the government to tackle crimes and criminals. He called on the people to provide whatever information available, even if it looks unimportant, to the state police, instead of creating hurdles in the investigations through agitations and bandhs, statement added.

 

 

State BJP highlights Arunachal's situation at national party executive conclave

ITANAGAR, Jun 09: Bharatiya Janata Party, Arunachal Pradesh unit president Tai Tagak has sought the immediate intervention of the party high command and urged him to come up with the remedial measures to improve the present condition of the  trouble-torn Longding, Tirap and Changlang districts of the state. Addressing the two-day BJP national executive meet at Goa which ended today, Tagak said that the innocent people of Longding, Tirap and Changlang were being "victimized" in the face of reported rivalry between the factions of ultra outfits besides reported clashes between security forces and anti-national elements in the three districts. He also presented an overall report on party's organization front and current political situation in Arunachal  Pradesh.

While alleging 'lackadaisical' attitude on the part of the Ministry of Home Affairs in this context, the State BJP president drew urgent attention of the Central leadership, urging them to initiate suitable measures for the sake of 'poor' people of the three districts. He also told the Conclave about reported irregularities in hydro power projects and the uncertainty involving the projects works in Arunachal Pradesh. Tagak also called on Narendra Modi and congratulated him for his new assignment.

Former MP Kiren Rijiju participating in the discussion on Rashtriya Suraksha evam Swabhiman raised the issue about staple visa to Arunachalees. He urged the BJP National Executive to intervene in this matter. The BJP National Executive also approved a resolution congratulating the successful Everesters from N.E States including Anshu Jampsena, Tine Mena and Tapi Mra from Arunachal Pradesh.

 

 

APLS monthly literary session held

ITANAGAR, Jun 09: The monthly literary sitting of Arunachal Pradesh Literary Society (APLS) was held at the conference hall of JN State Museum here today with a blend of budding and established writers sharing their own literary pieces.

Held under the chairmanship of APLS president Y D Thongchi, today's session of APLS - 48th in its series - started with shanti stotra followed by a multi-lingual meet participated both by young and old writers.

Rindo Pertin, one of the junior most members of APLS, read out his write-up titled 'My village, Dambuk', while Rinchin Wangjom recited 'Charade of Disgust' - an English poem penned by Tashi Thongchi (presently, bed-ridden due to ailment) and another promising writer, Pema Choekyi Thongdok recited her poem, 'The Star'.  Another first-timer, Andrew Ringu performed an Assamese number 'Mor geetor hazar srota', enthralling the participants.

Dr Radhe Yampi read out her self-composed poem, 'Nature', while Inumoni Das Borah recited her Assamese poem, 'Mandakini Srot' and R N Koley presented a Bengali poem titled 'Biswas', revealing the human instinct.

APLS publicity secretary Pradeep Kumar recited his Hindi poem, 'Suhana Swapna', while Ajanta presented a thriller in Assamese and Pill Topu read out a beautiful story, 'Yahah -My Legend Village Tree'.

Among others, Dr Pekba Ringu, Dr S K Ghosh, Hage Ampi, Kenri Basar also attended the meet.

 

 

Adult Education in Arunachal Pradesh

Adult education (AE) emerges from a long cultural tradition of expanding educational opportunity. It is believed that AE had been taking place in the society at all times when the art of writing was yet unknown.

Like any other States in India, Adult Education in Arunachal Pradesh erstwhile known as NEFA (North East Frontier Agency) has its own history. Along with the other educational programmes the Adult Education Programme (AEP) was introduced to the State during 1978-1979 under National Adult Education Programme (NAEP) with an objective to remove illiteracy in the age group of 15-35 and to bring functionality and awareness among learners though conventionally it focused on attainment of the skills of 3R’s i.e. Reading, Writing and Arithmetic. There has been a continuous effort to impart literacy among illiterate adult population all together for the overall development of the state. In this regard the policy of adult education has been integrated with total development strategy such as AE was promoted in campaign mode under National Literacy Mission (NLM) to impart functional literacy as well as to promote national integration, health care, family planning and ecological issues. Further, to transform the masses as human resources, three-phased adult education programme has been conceived viz., Total Literacy Campaign (TLC),Post Literacy Programme (PLP) Continue Education (CE) and on the International Literacy Day, 8th September 2009, AE was introduced again with a new facet known as Saakshar Bharat (SB) to strengthen Adult Education specially among  women.

Some evaluative studies undertaken by research institutes and organizations revealed that due to acceleration of literacy programmes among illiterate adults, the literacy rate of Arunachal Pradesh has increased during different decades that is 7.13 in 1961 to 69.95 in 2011. AE programmes played an important role in imparting functional literacy among farmers in high yielding cultivation areas. The evaluation report of ‘Himalayan Region Study and Research Institute’ on TLC shows that, there is positive impact of TLC on attitudinal changes among neo-literates  towards certain traditional social issues, such as child marriage, family planning , education of girl child, employment of women, gender equality and  also  very much aware of various development schemes.  Another evaluation report of ‘Indian Adult Education Association’ (IAEA) on TLC finds that the female learners are more than male learners in Adult Education Centres (AEC). With the improvement in female adult literacy rate,  changes have come in social attitude like gender prejudices and childcare that earlier resulted in high mortality for the girl child. Changlang district of Arunachal Pradesh received the Satyen Maitra Award for the best performing TLC district in the year 2006. This shows the effective and positive role of adult education in Arunachal Pradesh.

However, the situation in the case of AE programme in the state is far ways different from the actual prospect despite the fact that various AE policies and programmes were adopted and implemented to promote adult literacy in almost all the districts of Arunachal Pradesh. It is a disappointment to highlight that, still more than 50 percent of the adults in Arunachal Pradesh are illiterates. The illiteracy rate of the state is 45.26 percent which is higher than total illiteracy rate of the country that is 34.62 percent. There are  58.41 percent illiterate in age group 15 above , 51.19 percent in age group 15-34 and 77.87 percent in age group 35 above (Census 2001). The state with 64.22 percent of Scheduled Tribe (ST) population has lowest literacy rate among all the North Eastern states and at national level the state has the third lowest literacy rate followed by Jharkhand and Bihar constituting major deprivation in knowledge and skills. Education in general is often discussed but due to certain bottlenecks, AE did not form a part of serious discourse. The State continues to lead backwardness, disadvantages and noticeable limitations in terms of development in AE particularly as special efforts and provisions were not provided and remedies to hurdles were not suggested. Philanthropic and piecemeal approach was adopted to identify the success and failure of AE programmes in the state. Consequently, AE is still looked as weary activities of night school and functionality of the AE programme is not known and remained neglected as a low priority segment of the education system.

There is dire need to comprehend and recognize the importance of AE and to identify and implement systematic approach and concrete action to AE programmes in the state which is beset with multiplicity of problems. Otherwise, it is to contemplate that the burden to make the state literate, remains a distant dream. Development cannot take place by itself when the people are illiterate. Unlike other states in India, Arunachal Pradesh since her existence as NEFA did not actually inherit strategic education system of its own and could not receive much of attention in terms of educational activities.

Thus, considering the poor growth of  literacy rate and deprivation in knowledge and skills, very truly many have cited Arunachal Pradesh is still the “forgotten frontier” and its habitants are strangers even to next door. 46th Dree Football Tournament-2013 kicks off

SLSC beat DMFC 5-1 in opener

ITANAGAR, Jun 09: The much awaited Dree Football Tournament-2013 organized by Central Dree Festival Committee (CDFC), Ziro finally kicked off with much pomp and celebration at Subansiri Stadium, Hapoli today.

The inaugural match was played between defending champion Sojang Lapang Sports Club (SLSC) and Dolo Mando Football Club (DMFC) in which the former defeated the latter by 5-1 goal. Last year’s highest scorer Mihin Taker netted 4 goals while Millo Tara scored a goal to complete the drubbing of the team.

The consolation goal for DMFC was scored by Tilling Yuka through a free kick awarded in favour of his team in the first half (36 min).

Zeal Football Club (ZFC) will meet High Definition Football Club (HDFC) in tomorrow’s first match while All Hija Sports Association (AHSA) and Diibo Football Club (DFC) will lock horns with each other in the second match of the day.

Earlier, kicking off the 46th edition of the tournament, Deputy Commissioner Marnya Ete advised the players to maintain true sportsman spirit throughout the tournament.

Zilla Chairperson Hage Kobing suggested the coaches and managers of each team to abide by the rules and regulation of the tournament.

 

 

China wants to revive 'Southern Silk Road' with India

New Delhi, Jun 09: China is looking to revive the ancient "Southern Silk Road" with South Asia through the economic corridor linking Bangladesh, China, India, and Myanmar (BCIM), a topic that figured prominently during Chinese Premier Li Keqiang's recent India visit.

As it opened its first South Asia Expo currently being held in Kunming, provincial capital of Yunnan, China wants it to be the "bridge head" with India and South Asia, Chinese officials said.

China is ready for the revival of the "Southern Silk Road" and plans are under discussion, state-run Xinhua news agency quoted Yang Ye, a researcher with the Development Research Centre of Yunnan provincial government, as saying.

Chinese scholars say the ancient silk route, originating from China's Chen-gdu city wandered through Myanmar and then exten-ded to India, Bangladesh and even the Middle East.

Besides the 16 existing international transport lines linking Yunnan and some Great Mekong Sub-regional countries, seven trunk roads originating from Yunnan extending to neighbouring nations and provinces have been promoted as high-grade highways, the report said.

These include China-Vietnam Highway, China-Laos-Thailand Highway, China-Myanmar Highway, and a domestic section of China-India Highway.

With joint efforts by China, India, Myanmar and Bangladesh, a highway route starting from Yunnan to India by way of Myanmar have been approved by relevant departments of the four countries, Yang said.

Experts from the four countries launched a field inspection along the route in February 2012.

The first auto race along the 2,800-km route was successfully held from late February to early March this year.

The BCIM economic corridor figured prominently in Li's last month's talks with Indian Prime Minister Manmohan Singh.

The joint statement issued at the end of his visit said "encouraged by the successful BCIM Car Rally of February 2013 between Kolkata (east Indian city) and Kunming, the two sides agreed to consult the other parties with a view to establishing a Joint Study Group on strengthening connectivity in the BCIM region for closer economic, trade, and people-to-people linkages and to initiating the development of a BCIM Economic Corridor".  Though the route of the new "Southern Silk Road" has yet to be determined, the success of the race across the four countries indicated that it is possible to build a transport passage along the route, Yang said.

The route is expected to serve as an inland bridge linking South Asian countries and central, eastern coastal areas of China, so as to promote the development of western regions of China and boost the common prosperity of the nations along the route, he said. PTI

Narmada, battles for survival

As a mark of respect for the Narmada, one of India's most sacred rivers, people along its hallowed banks dump huge quantities of filth into its waters. Owing to such daily offerings, the quality of water has already deteriorated to "B" category, measured by the Bureau of Indian Standard 2296 norms and rapidly turning into one of the country's dirtiest rivers.

From Amarkantak to the Gulf of Khambat, almost 80 per cent of the 1312-km-long river flows through Madhya Pradesh, quenching the thirst of millions and irrigating almost 1 lakh hectare area in the state. However, rampant deforestation in its catchment areas and the pressure of a bloating human population is wreaking havoc on the river.

A report of the Madhya Pradesh Pollution Control Board (MPPCB) indicates that at Dindori where huge quantities of sewage are discharged into the river, the quality of water is in 'C' category. The pollution control board monitors the quality of the river at 21 points four times every year. As the river flows further, the revered river collects massive loads of municipal waste from 52 cities according to the urban administration and development department.

A detailed project report is being prepared for the treatment of municipal waste. Luckily, the Narmada is largely spared of industrial pollution. It is municipal waste that is polluting the river. Now a Rs 1,300 crore scheme is being readied for the installation of sewage treatment plants in these cities, sources said.

Come up to the people’s expectation

The purpose of creation of Department of Hydro Power Development was thought of as a right step towards self-sustenance in power generation. It was curved out of erstwhile Electrical Department in the year 2004.  Since its inception, many changes have taken place, positive or negative. The positive aspect is employment generation and  awareness  creation among the people regarding huge hydro power potential of the state and construction of small and mini-micro hydels by the department.

But, the department has failed to live up to the expectation of the people. As per the documents gathered through RTI, the department was handed over 48 number of hydel stations with installed capacity of 33.29   MW in the year 2005 by department of power (E).

From the year 2008 onwards the central Govt started pumping huge amount of money through PM package, NLCPR, SPA etc for construction of small hydels and renovation of the existing hydel stations. Huge amount of money has been incurred for improvement in power generation. The department has commissioned 63 numbers of new hydel stations with installed capacity 27.89 MW. So, numbers of hydel stations have gone upto 111 with installed capacity of 61.185MW. It is estimated that 70% of power requirement could have been fulfilled by our own source. But as per relevant facts and documents it is found that the state is purchasing 90 per cent of its power requirement from central sector to the tune of more than Rs 150 to Rs 200/- crores annually.

As per notice issued by the Chief Engineer (power) in this local daily dated 16/05/2013, total power allocation for the month of May & June is fixed at 72.81 MW, out of which contribution from state sector is expected at 12.8 MW, which includes generation from D G Set. The figure shows that the department cannot even fully contribute state share of 12.8 MW. Why should we spend so much of money on power purchase since we have already so many hydel stations in our own state? What is the purpose of creating the department of Hydro Power if it cannot  fulfill the purpose for which it was created ? Why this Department is constructing hydro projects which cannot generate power ? As per record, obtained from the department the most of commissioned hydel stations are either having zero generation or very low output. But the department concerned may have their own reason for such situation which may invite public debate for corrective measures. The situation in the monitoring wing of the department is no better.

It is learnt that the government has allotted some hundred fifty plus hydro projects to private developers. Why and how these rivers have been sold to the private parties it is a matter of concern in the state as well as in the national level.

As per the Economics Times dated 6 May 2013, the people in power are paid for allotment of hydro projects to private developers. But the  private power developers do not start construction of even a single project till today. It is not understood what sort of monitoring the Monitoring Wing of the department is doing and what action is being taken up for such irregularities or defects?

The department is failing in all front but keep on creating posts at higher level to fulfill individual interests. It deserves appreciation if the creation of posts is on genuine requirement and the officers performing genuine duty but the fact remains otherwise.

Whatever minimum energy generation contributed by the department is from hydel stations constructed prior to separation from Department of  Power.  It remains a big question as to why the hydel projects constructed and commissioned after existence of Hydro power Department  are  not able to generate power ? Huge amount of money has already been spent on construction of mini-micro hydro project during the last four/five years without any visible return. Then why the govt is spending crores of rupees for maintaining this department? Why corrective measures are not being taken. The ministry of Hydro Power is directly under the supervision of the Chief Minister of the state. My question is whether CM and the Chief Secretary are aware of the ground reality or not ? Why so much of mismanagement goes unnoticed.

Why the Govt is not looking for better option of utilizing the public money instead of feeding a White Elephant. Why there are establishment of three Chief Engineers for 60 MW installed capacity plants capable of delivering less than 10 MW.

Why a non performing department should not be closed down and send the staff on VRS or reorganize the existing establishment.

Above points have been raised because hydro energy is seen as the most promising source of revenue for the state. It is learnt that if hydro energy is properly tapped, Arunachal Pradesh  will become one of the richest states of the country. Such potential revenue earning department should be handled with proper planning and system, instead of handling in casual manner as in other government department does.

Dear Editor,

The Arunachal Pradesh Public Service Commission is the only agent advising the government of Arunachal Pradesh for recruitment to state and allied services. The official website of the Commission was up to date till the year 2010 publishing notification and information relating to government job. But soon after November 2010 the website was discontinued. Like other candidates I thought that it was discontinued for sometime due to technical defects or some other reasons which are self- explanatory. As time passed by still now the website infomation given is same as of year 2010.

How come a state public service commission running without any website update ? I think our state public service commission is the only one in the country running with outdated information and contents.  The discontinuation of publication in official website is a sign of harassment being done to candidates who are residing outside capital complex and state. We cannot come to commission office every time. It’s a torture being done to both office staff and job seekers. In addition to that it is a loss of time and money especially those from poor family background. The recruitment to assistant conservator of forest, 2013 and recently advertised state competitive exam was published in newspaper but not in website. There are places where newspapers cannot reach. How will they come to know about job vacancy created? The internet is the only means to get upto date news and information of various kinds and states but I feel so sorry about our APPSC official website which is still under construction.

Therefore, I request the  competent authorities to look into the matter and run the website smoothly.
